3 AS INTRODUCED
4 An Act relating to the Grand River Dam Authority;
5 creating a Joint Legislative Task Force on the Grand
6 River Dam Authority; stating purpose; providing for
7 appointments; providing for meetings and staffing
8 assistance; authorizing task force to make certain
9 reports and recommendations; stating distribution;
10 providing for travel reimbursement; providing for
11 special appointments within certain time period;
12 providing for codification; providing for
13 noncodification; and declaring an emergency.
14 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
15 SECTION 1. NEW LAW A new section of law to be codified
16 in the Oklahoma Statutes as Section 863.3 of Title 82, unless there
17 is created a duplication in numbering, reads as follows:
18 A. There is hereby created the Joint Legislative Task Force
19 on the Grand River Dam Authority, which shall be appointed in
20 January of each year following a state general election, for the
21 purpose of studying the functions, activities, policies, procedures
22 and expenditures performed by the district and any related issues
23 the task force deems appropriate. Members of the task force shall
24 be appointed by the President Pro Tempore of the Senate and the

1 Speaker of the House of Representatives and may be made up of any
2 number of Senate and House members; provided, each members
3 legislative district shall include some portion of the Grand River
4 Dam Authority district. The President Pro Tempore and Speaker shall
5 each designate one of their members to be cochairs of the task
6 force. Meetings of the task force shall be called by the cochairs.
7 A majority of the appointed members shall constitute a quorum for
8 any meeting of the task force. Staffing assistance shall be
9 provided by the staff of the Senate and House of Representatives.
10 B. Each task force created herein shall remain in effect
11 until a subsequent task force is appointed pursuant to the
12 provisions of subsection A of this section. Each task force is
13 authorized to adopt any recommendations or issue any report it deems
14 necessary. Any recommendations or reports shall be approved by a
15 majority of the appointed members. Copies of any recommendations or
16 reports issued by the task force shall be distributed to the
17 Governor, the President Pro Tempore of the Senate and the Speaker of
18 the House of Representatives, the members of the Grand River Dam
19 Authority Board of Directors and the General Manager of the Grand
20 River Dam Authority.
21 C. Members serving on this task force shall be entitled to
22 travel reimbursement as provided by Section 456 of Title 74 of the
23 Oklahoma Statutes.
24 SECTION 2. NEW LAW A new section of law not to be
25 codified in the Oklahoma Statutes reads as follows:
26 Appointments to the first task force created pursuant to the
27 provisions of Section 1 of this act shall be made no later than

1 thirty (30) days following the enactment of this act.
2 SECTION 3. It being immediately necessary for the
3 preservation of the public peace, health and safety, an emergency is
4 hereby declared to exist, by reason whereof this act shall take
5 effect and be in full force from and after its passage and approval.
