3 AS INTRODUCED
4 An Act relating to energy; directing the Corporation
5 Commission to award grants for small renewable energy
6 pilot projects; specifying certain number of grants
7 for certain types of projects; allowing projects to
8 be placed on any electric system; requiring a
9 statewide competitive process; directing the
10 Commission to award grants based on recommendations
11 of the Wind Power Assessment Committee; stipulating
12 basis for recommendations; requiring the Committee to
13 oversee and report on projects; providing for
14 codification; providing an effective date; and
15 declaring an emergency.
16 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
17 SECTION 1. NEW LAW A new section of law to be codified
18 in the Oklahoma Statutes as Section 180.12 of Title 17, unless there
19 is created a duplication in numbering, reads as follows:
20 A. The Corporation Commission shall solicit proposals and
21 award grants for pilot projects that develop and establish model
22 small renewable energy projects that are economically viable. At
23 least three grants shall be awarded for small wind power projects
24 and at least three grants for small hydro projects. The projects

1 may be placed on any electric system, including participating
2 investor owned, municipal, or rural electric cooperative systems.
3 The pilot project proposals shall be considered on a statewide
4 competitive basis.
5 B. The Commission shall award the grants based upon the
6 recommendation of the Oklahoma Wind Power Assessment Committee
7 created in Enrolled Senate Bill No. 1212 of the 2nd Session of the
8 49th Oklahoma Legislature. The Committee shall make recommendations
9 based on the economic viability of the project and the potential for
10 resource conservation. The Committee shall oversee implementation
11 of the projects and shall, one (1) year after implementation of the
12 projects, make a report to the Commission on the economic viability,
13 conservation benefits, and potential for statewide development of
14 each project.
15 SECTION 2. This act shall become effective July 1, 2007.
16 SECTION 3. It being immediately necessary for the
17 preservation of the public peace, health and safety, an emergency is
18 hereby declared to exist, by reason whereof this act shall take
19 effect and be in full force from and after its passage and approval.
